Atlantic Man Faces Fraud Charges

COUNCIL BLUFFS — Atlantic resident Larry Scott Fulk is scheduled to appear before a U.S. District Court Judge in Council Bluffs on Thursday concerning charges of odometer and wire fraud.

According to court documents, Fulk is accused of removing odometer clusters from vehicles purchased on behalf of his business, 2nd Street Repair, and replacing them with clusters that had lower milages. It’s alleged that Fulk would then post the vehicles for sale on Craigslist at an inflated price. Fulk faces three counts of wire fraud for selling vehicles out of state in California and Virginia and 15 counts of odometer fraud.

Fulk will have an initial appearance and arraignment in U.S. District Court at 10 a.m. Thursday in Council Bluffs.

The wire fraud charges come from online sales that occurred from Oct. 2015 through Sept. 2016 and involve three vehicles including 2003 Chevrolet Avalanche that was listed with a false mileage of 117,000 but had an actual mileage of 183,510. The vehicle was sold for $9,000, $2,600 over the Kelley Blue Book value. A second, 2005 Avalanche was sold with a odometer reading 130,000 with an actual milage of 213,791 miles. It was sold for $9,500 in April 2016 — and amount $2,105 over the Kelly Blue Book value.

A third vehicle, a 1999 Chevrolet Silverado was sold with an odometer reading of 151,000 miles though it actually had 245,431 miles. It was sold for $6,300 — $1,507 over the blue book value.
